  • Mayor Bowser placed the blame on a D.C. Superior Court judge after a 15-year-old girl was released on robbery charges and then later arrested for carjacking. But Judge Andrea Hertzfeld opted not to order the girl held at a secure facility managed by the Department of Youth and Rehabilitation Services because of space concerns there. Hertzfeld said in court she’s even considered holding the agency in contempt over its failings. [NBC Washington]
  • Roughly 400 migrant children are enrolled in D.C. Public Schools. The school system says it’s increased its budget for translation and interpretation services, but officials still say they’re struggling to provide bilingual mental health counseling. [Axios]
  • Longtime Ward 8 activist Philip Pannell says he’s a “newcomer” to backing open primaries in D.C. elections, but he’s come around to supporting the policy as part of Initiative 83. [EOTR News]
