  • D.C. landlords believe the city’s housing voucher program is in “disarray,” but they’re even more worried about Ward 3 Councilmember Matt Frumin’s proposal to subject some apartments rented with vouchers to rent control rules. “The politics have really moved in an adverse direction that makes me less compelled and less inclined to want to lease [an apartment] to an affordable tenant,” says Marcus Goodwin, the former Council candidate who has since launched his own real estate firm.   • A coalition of nonprofits, private law firms, and the D.C. Access to Justice Commission is relaunching an initiative to give more low-income renters free legal representation during eviction proceedings. The effort aims to even the playing field between landlords and tenants. [Post]
  • Only eight of the 335 people convicted of DUIs and required to install Breathalyzers in their cars have actually done so, D.C. officials told the Council’s transportation committee.
